I installed the Newstar S-23407 height control valve, and it works backwards. Both inlet and exhaust ports are marked I/E and E/I. Can they be reversed to reverse the operation?

With both ports marked with both I/E (Inlet/Exhaust) and E/I (Exhaust/Inlet), you should be able to switch the lines to reverse the operation.
